Regarding the training study for new engineers, I think your construction is quite good.
Here I feed back some points to you for reference as below:
About SOP, SIP, Flow chart you mentioned, they are only basic training course to familiar with working environment. Certainly, it is quite important for new engineers.
However, you should consider what the main job functions of engineers should take. Based on those, you can plan further training courses for new engineers besides those items.
Briefly speaking, the job functions of engineers in production line should include “to set up process and operation standards”, “Yield and quality improvement”, “Production efficiency enhancement”, “ Production problems solving” and so on. They need more engineering skills from training courses, for example, QC 7 tools, SPC knowledge, Problems solving skill, and so on.
According to your content, you mentioned 50% score as criteria for courses qualification. I think 50% should be too loose for most of production line requirement. At lease, 70% is necessary because most cases of production cost are high and expensive failure cost for engineers miss-operation.
